But with the filing, Senga and Co. can hide behind the technicality that the Decision on EO464 is not yet final and executory. They only need enough time to get past the Impeachment process without having to force a choice of perjury or "withdrawing support" on the military. And watch for a new Court decision on Garci's Second Petition... As for Deped, the budget isn't the worst thing about it...
